SEMAP Fundamentals provides a structured, chapter-by-chapter overview of SEMAP, including the regulatory framework at 24 CFR 985, the full set of SEMAP performance indicators, and HUD’s processes for verification, scoring, and rating. Participants learn how SEMAP applies to HCV, PBV, and FSS programs, what data HUD pulls from PIC and VMS, and how SEMAP results drive high performer, standard, near-troubled, or troubled designations. The course emphasizes practical tools PHAs can use—policies, tracking systems, and quality control reviews—to improve SEMAP scores and overall program management.
